554. I gained hardly anything from Ismet tonight in a dispute lasting nearly four hours. In the end all he would say was that he wants to sign a treaty with us, and will remain here long enough to bring our affairs to a conclusion. To this I replied that I was pleased to take note of his statement and would refer it to the Department. We discussed again and at length all the unsettled questions, and each brought forward the arguments which have been repeatedly advanced. My feeling is that the negotiations will now develop into a test of tenacity, and will hinge upon the claims question.
