The fixation of interest on deficits of the 12 annual installments at 4¼% is suggested. This is the average rate here and is also the rate payable on the three years’ arrears of interest on the debt of Great Britain. If you should find it desirable, however, you may agree to a 4% interest rate.
In reply to your W–1499 you should send any further suggestions that in your opinion should be considered by this Government.
