218. In both the subcommission and in the full commission it was evident that the Turks would not even consider a proposal to grant privileges of research in archeology except as provided by their domestic legislation. It therefore did not seem expedient to make on our own behalf public statements which could only be supported on the basis that the sovereign rights of Turkey were different from those of other states. When and if we enter into separate negotiations we may repeat our private representations.
