Your no. 34 of December 8, 5 p.m. We have been making discreet suggestions that there be no board of control and that reliance be placed on treaty rights. … Curzon has voluntarily assured Ambassador Child that as far as he is able he will avert any unwelcome invitations being extended to the United States. He has learned that any such invitation would only result in creating an unpleasant situation which would do more damage to the ultimate interests of Europe than it would to us.
