“The representatives of the United States desire to call attention to the fact that in view of its commercial and shipping interests in Turkey the question of establishing a new regime between the Allied Powers and the Government of the Grand National Assembly covering customs duties and regulations governing shipping is a matter of legitimate national interest to their Government.

The United States neither seeks nor desires special rights or privileges for its commerce or shipping but expects the same treatment in these respects as may be accorded to the most favored nation.”
