40. I have received the following telegram dated April 19, 5 p.m., from the consul at Vladivostok:
Department should be informed that I will close this consulate May 1. This action will be taken in accordance with the general instructions given by the Department in its telegram of March 2, as our position here shows no signs of improving. Eventually I will notify local authorities that my presence would seem to be no longer necessary as I cannot make effective representations on behalf of Americans and American interests. … My decision will be made known to Thomas at Chita and he will be advised to leave for Harbin in good time as I do not think he is needed any longer at Chita. …
