The Consul at Vladivostok ( Tuck ) to the Secretary of State

12. The secretary of the Vladivostok department of the Moscow Foreign Office has sent me written reply to the strong protests which I made in writing on behalf of the International General Electric Company (see my 11, March 21, 4 p.m.), and also on behalf of the International Harvester Corporation, all of whose property, worth about $200,000, the local authorities have also seized. Pending my official recognition as consul by the Moscow Government the secretary refuses to discuss any representations made on behalf of American interests. I have informed Embassy at Tokyo.
