Inform Spanish Agency at Tangier as well as American citizens and protégés that neither Department nor your agency will be able to support refusal of latter to pay consumption tax from date of release of Cohen’s shipment, provided they are not meanwhile subjected to this tax.
Advise interested colleagues. Spanish Embassy here informed.
