The Assistant Secretary of the Treasury (Moss) to the Secretary of State
Sir: For the Secretary, I have the honor to acknowledge the receipt of letter of Assistant Secretary Harrison (EA–894.51 Or 4) of March 2, 1923,54 with reference to the proposed loan to the Oriental Development Company of Tokyo, which loan is to be guaranteed by the Japanese Government.
It is noted that the Department of State has informed the National City Company that, in the light of the information at hand, it offers no objection to this financing.
In confirmation of telephone advices, the Treasury desires to state that it perceives no objection to the proposed financing. Respectfully,
