282. The following message to you is from the Red Cross:

39, December 26, 1923. The American Red Cross is highly pleased to take affirmative action with respect to the suggestion by the Japanese authorities regarding the use of the balance of the Red Cross funds. You are therefore given authority to draw upon the Secretary of State for the sum of $1,500,000 to be donated to the Japanese Emergency Relief Bureau for direct social service work for the destitute refugee population. When the Japanese authorities have indicated through what agency the hospital project, which has been previously discussed, is to be developed, a further payment of $3,000,000 will be made for the construction and endowment of the hospital. … Fieser.
