272. Your 191, December 12, 6 p.m.,40 indicates that Japanese believe Red Cross proposes to retain control of hospital endowment fund. This is of course not the case. The intention is that the fund should be turned over to the Japanese Red Cross or other suitable Japanese agency for administration as a permanent endowment for the hospital.

Red Cross wishes it made clear for your information and guidance that while not wishing to create embarrassment by pressing for a decision they consider it important that there should be no undue delay in making disposition of funds contributed by American people for the relief of emergency.
