173. Your Numbers 63 and 65, of September 17.29

The American Red Cross is entirely satisfied to have you the head of their relief program and to have Brigadier General McCoy acting under you as liaison with the Japanese authorities in the capacity of Director General or otherwise, as you may deem best, it being understood that all purchasing and distribution of supplies are to be made by the Imperial Japanese Bureau, to which the contributions of the American Red Cross are to be turned over.
