24. In view of the proclamation of martial law by the Government of Honduras this Department has orally informed that Government that it would find it just as difficult to recognize an administration placed in office by oppressive measures on the part of the existing authorities as to recognize an administration coming into power by any other unconstitutional procedure. You may orally inform the Costa Rican Government to this effect.
