27. French Embassy informs Department that French Minister in Port au Prince acted without approval of his Government in demanding settlement of French claims solely in accordance with arbitration convention of 1913.16 Negotiations regarding French claims are still proceeding in Washington17 and an early settlement satisfactory to all concerned is confidently expected.
