Should the Allies conclude a separate agreement with Bulgaria to provide for the liquidation of the costs of the armies of occupation and commissions of control from sources besides the payments under the reparation protocol and should questions arise regarding the distribution of the funds placed in special account created under paragraph 2 of the commission’s decision of September 5 (No. 2629)34 as amended, you may at your own discretion appropriately support the view that reparation payments by Bulgaria be credited by the Reparation Commission to Germany’s reparation account by authority of article 1, schedule of payments.
