253. W–49. Tannery has just informed me that he hopes a meeting will be held tomorrow (Wednesday) to sign the agreement. He states that in any event the signatures by France and Belgium, and possibly by others, must be subject to the approval of the several Parliaments in accordance with constitutional requirements and that the matter can be dealt with in no other way. This development is entirely new. I presume that if reservation required by constitutions I should sign with that understanding. No definite word has been received from Bradbury by Tannery as to the extent of his insistence that agreement be submitted to Germany and I have communicated your position on this point to Tannery.
