426. My despatch no. 1905, November 5. Lengthy identical note dated December 26 just received from Chinese Foreign Office refuses to accept the views expressed in the joint notes of February 24th and November 5th [3d] on the principal ground that the provision of law [protocol?] fixes gold equivalent of the indemnity in the respective currencies now [not?] in gold specie. Many other arguments advanced. Chinese Foreign Office will publish the note today. It will be discussed by the Ministers concerned. Copy by mail.23
