He agreed with Department’s suggestions and expressed willingness to sign treaty at our convenience. He also said that, “It was not the intention of the Belgian Government to deny to American missionaries in the mandated territory of Ruanda-Urundi the enjoyment of privileges heretofore accorded them in that territory.”…
