Department’s telegram 13, July 19, 5 p.m. Foreign Office is prepared immediately to negotiate general treaty of amity, commerce and consular rights and asks me expressly to say that the Austrian Government is much gratified by the Department’s willingness to conclude such a treaty at this time.
