In accordance with request of National City Bank you are informed that the bank has established a credit in favor of the Government of Albania for $40,000 United States gold as guarantee for contract being negotiated with that Government by Mr. E. S. Sheffield. You may inform the Government of Albania of the foregoing and advise the Department of the action taken.
