39. In view of the favorable attitude shown by the Minister of Foreign Affairs, you will endeavor discreetly to ascertain whether the Peruvian Government has taken any steps to fix a date for the joint submission of the boundary treaty to the Congresses of Colombia and Peru. If there have been none, you should approach President [Page 353] Leguía at your discretion in the sense of the Department’s telegram of October 8, 6 p.m., and report the results by cable.
