You are informed confidentially that our negotiations with Great Britain are believed to be proceeding favorably; the Department will advise you promptly regarding the progress of those negotiations.
In your own negotiations with the Government of the Netherlands you will be sure that the change amending the text contained in the [Page 213] Department’s no. 52, October 22, (see Department’s no. 34 [54], November 7, repeated to you from London64) is incorporated.
