200. The following has been received from Chita.
“The All Russian Executive Committee in Moscow has declared the Far Eastern Republic an inseparable and integral part of Soviet Russia and confirmed the personnel of the Revolutionary Committee as appointed by the popular assembly. The Revolutionary Committee has declared its authority over all parts of the former Far Eastern Republic including the concession zone of the Chinese Eastern Railway. The Revolutionary Committee has declared that gold currency will be retained. All laws of a financial or economic nature will be retained in so far as they are not contrary to the new economic policy of Soviet Russia. Of the same purport, laws which are not opposed to the revolutionary and socialistic sense of justice, will remain in force until changed by decrees of the Revolutionary Committee or replaced by the legal code of Soviet Russia.
