15. Instruct Caldwell63 to return to Tokyo to assume duties as Japanese Secretary. Instruct Vice Consul Thomas to remain at Chita, replacing Caldwell. Inform him that Major Faymonville sailed from San Francisco February 5th and will proceed to Chita via Manila and Peking, reaching Chita about April 15th.
