Legation’s No. 65 of July 14, 5 p.m. Inform Mr. Cattier, and if you think best the other chief delegates also, that this Government gives no countenance to any arrangements with the authorities of Soviet Russia by American citizens that would jeopardize or prejudice vested rights in Soviet Russia held by the nationals of other countries and that the American Government is fully confident that the same policy will be followed by the other interested Governments.
