There has been no change in the policy of this Government as to attitude towards Soviet regime as set forth in Note declining participation in Genoa Conference and you are authorized so to state. [Page 792] This Government has emphasized inescapable conditions upon which extension of credit to Russia for economic reasons must depend. We have hoped that Genoa Conference might have valuable results, but in present condition of uncertainty cannot do more than to re-state our fundamental position.
