It was widely reported under a Washington date line in European newspapers yesterday and today that at a meeting of the American Cabinet the statement was made that the policy of the United States regarding the Government of Soviet Russia coincides with that of the Allies. In so far as this statement is susceptible of any interpretation, delegates in Genoa think that it means that the United States has altered its attitude from that stated in the note of Secretary Hughes declining to take part in the Conference.24 You may desire to take some action in case the report is unfounded. I have stated consistently that I have received no notice of any change in our policy.
