Minister of Foreign Affairs, noting press reports of the recent negotiations with De la Huerta, reminds me of Department’s [Page 685] promise not to recognize Mexico without informing Belgian Government beforehand. Please cable me a line to reassure him, first, that recognition by us is not imminent, and, second, that his Government will be advised beforehand, if, and when, recognition contemplated.
