Department’s 114 November 23, 5 p.m. President Borno has today informed me that the consideration of German claims would be limited to those already allowed by Haitian courts and accepted by Haitian Government and then only to method of payment inasmuch as Haiti is a signatory to Versailles Treaty which eliminates all other German claims.
