The following telegram from General Crowder regarding a jurist available for appointment on Claims Commission is quoted for your information:
“Recommend Hector Saavedra, who speaks English well, and Spanish, French and Italian fluently, and who has served as fiscal [Page 552] in the Audiencia of Havana and possesses, I am satisfied, all qualifications including reputation for probity mentioned in your telegram. He would be greatly convenienced if he could have early information as to appointment or when decision may be expected.”
