The Acting Chief of the Division of Latin American Affairs, Department of State (White) to the Representative on Special Mission in Cuba (Crowder)

Dear General Crowder: I am just in receipt of a letter from Mr. Blair of Lee, Higginson and Company stating that they are very much interested in the Cuban loan, and that they hope nothing will come up which will prevent them from bidding. Mr. Blair inquires whether the bankers will all bid on the same form of bond to be decided upon by the Cuban Government prior to receiving the bids, or whether each banker will be free to suggest the form of bond he desires to bid on. I told Mr. Blair that so far as I knew this point had not been determined by the Cuban Government. Can you give me any information on this subject?
