The Representative on Special Mission in Cuba ( Crowder ) to the Secretary of State

28. Please communicate to Captain Demetrio Castillo34 at the Army and Navy Club and prior to his interview with the Secretary on Monday the following:

“Please stress to Secretary Hughes difficulties here in the way of securing compliance with memorandum number 8, memorandum number 10, reform of the national lottery with the contents of which you are familiar and which was submitted to President Zayas May 15th; also the amount of contractual indebtedness Department of Public Works and difficulty in readjusting these contracts. Particularly do I desire you to stress to the Secretary the two unsuccessful efforts to get from the Government here a dependable national audit and that we are still without an itemization of either the outstanding floating debt or the annual deficit for the current fiscal year. Explain to the Secretary the general character of the reform in the army budget and the little we may expect in the reform of the fixed budget.”35
