The Secretary of State to the Representative on Special Mission in Cuba (Crowder)

24. Your April 8, 4 p.m. Department approves presentation of memorandum transmitted with your despatch of April 5, and presentation of memorandum as outlined in your telegram, except [Page 1024] for last paragraph of concluding portion. It desires that this paragraph should read as follows:

“The compliance with this patriotic duty, the incorporation into the budget for 1921–23 [1922–23?] of the necessary reforms, the congressional approval of that budget before June 30th next, would be heralded by my government as a real demonstration in this field of successful republican government in Cuba. The failure to give that demonstration under so clear a necessity would be fatal to the possibility of averting imminent financial disaster to the Cuban Treasury, and could not but be regarded by my Government with the gravest concern.”
