The Representative on Special Mission in Cuba ( Crowder ) to the Secretary of State

18. Reference to my despatch of February 25th. Request Department’s instruction as to whether I am to take up with Mr. Dwight W. Morrow13 who arrives tomorrow from Panama the scheme for an examination and statement of the national finances and system of public [Page 1016] accounting outlined in said despatch. In this connection see my despatch March 9th enclosure number 2.15 Charges in Congress and in public press persist that the national expenditures are not within the readjusted budget and the Government seems unable produce convincing proof that they are. It is likewise true that no national audit and statement prepared by the Cuban Government will command confidence either here or in the United States.
