The Representative on Special Mission in Cuba (Crowder) to the Secretary of State

1. References to my urgent number 135 November 16th, 6 p.m.2 particularly paragraph 3: also urgent number 1393 and urgent number 143.4 Have just finished prolonged conference President Zayas on budgetary decree which he will issue tomorrow making further reductions of $6,155,000 in his readjusted annual budget promulgated on October 29th last. This will bring the total expenditures for the current fiscal year down to about [$] 63,000,000.

A further decree will be issued at an early date making further reductions in the Department of Public Instruction and in the Department of Agriculture, Commerce and Labor which, however, will not exceed $50,000.

President Zayas yesterday obtained the promise of leaders in Congress which he thinks dependable that reductions in the fixed budget aggregating about $1,670,000 in the legislative and judicial branches will be authorized rather promptly when Congress reassembles January 16th.

In view of the substantial reductions made, further reductions which seem assured, I now withdraw my objection to the temporary loan of $5,000,000. Zayas informs me that he will immediately renew his application for that advance loan.

Unless advised to the contrary I will leave for the United States Thursday morning via Key West arriving in Washington about noon Saturday.
