Your May 5, 3 p.m. Local representative greatly desires that representations be made but hesitates to request same on account of the provision in the contract which stipulates that in no case can contractor revert to diplomatic channels. If under these circumstances Department desires this Legation to make the opportune representation outlined in the above-mentioned cablegram please instruct immediately.
