15. My telegram number 10, April 15, 2 p.m.19 Minister of Foreign Affairs … informed me Special Investigator Esquivel has reported relative to contract of Costa Rica Oil Corporation and according to present plans the President will cancel contract by Executive decree at an early date. Cancellation based on charges one and two reported on page 3 despatch number 274, January 4, 1922.20 Corporation maintains forfeiture can be declared only after contractor is heard in his defense.
