The Chairman of the Senate Committee on Foreign Relations ( Lodge ) to the Secretary of State

My Dear Mr. Secretary: The President’s Message about the Costa Rican Treaty came in yesterday afternoon. I had the former vote of ratification reconsidered and the treaty was again ratified, as were also the notes in the form suggested in the Message, so that there has been no loss of time. I read over your letter of transmittal and find that it was my stupidity which made me overlook the fact that you wanted the notes confirmed as well as the treaty. I ought to have observed it but it is an unusual proceeding and, although I noted your allusion to Portugal, I quite failed to observe that one point.
