The Secretary of State to the Minister in Colombia (Philip)
Sir: Your telegram No. 1, January 6th, 10 p.m. [a.m.], reporting concerning the acceptance by Colombia of the amendments and understanding contained in the Senate’s resolution of April 20, 1921, advising and consenting to the ratification of the Treaty of April 6, 1914, between the United States and Colombia, was duly received.7
In pursuance of your request that the exchange instrument of ratification be promptly forwarded to you, I am transmitting in the pouch with this instruction8—
- 1.
- The President’s instrument ratifying the Treaty as amended by the Senate and with the understanding, made a part of the Treaty, recited in the Senate’s resolution, which instrument you are to exchange for the similar instrument of ratification by the President of Colombia;
- 2.
- The President’s full power authorizing you to effect the exchange; and
- 3.
- A draft form of the protocol which you will sign with the Colombian plenipotentiary at the time of effecting the exchange, which incorporates the statement which your telegram reports is desired by the Colombian Government.
Before proceeding to the exchange, you will please be careful to see that the amendments and understanding of the Senate’s resolution as ratified by Colombia in Spanish are substantially equivalent to their reading in English.
When the exchange shall have been effected, you will, on the same day, please advise the Department by cable of the fact and of the [Page 976] date of the Colombian ratification. The Colombian instrument of ratification and one original of the protocol of exchange in English should be forwarded to the Department by the first succeeding pouch.
