Advise Foreign Office informally that the American representatives on the Interallied Committee at Vladivostok and the Technical Board at Harbin have now been instructed to arrange with their colleagues for the immediate cessation of further activities and the earliest possible winding up of the affairs of those two organizations and that the American Minister at Peking has been instructed to present the following note to the Chinese Foreign Office on October 31.

The text of the note will be given to the press at Washington on the same day.

Express the hope that similar instructions will be given to the French representatives in time to assure complete concert of action.

Repeat to London as Department’s 327 and Rome as Department’s 157 for similar action.
