Legation’s 365 of September 8, 5 p.m. Immediately after the Washington Conference China was invited in a most friendly manner to consider the problem of the Chinese Eastern, but she seemed to show no disposition toward international cooperation. At your discretion you may point this out to the Minister for Foreign Affairs, referring to our telegrams 22 of February 3, 7 p.m.,87 and 52 of March 7, 4 p.m.,88 and to the Legation’s telegrams 89 of March 8,89 and 118 of March 25, 1 p.m.90 The other Powers are interchanging views at present. In due time communication will be made to the Chinese Government.

The Embassy in Japan has doubtless advised you regarding the nature of the proposed action. When answers have been received from France and Italy you will be completely informed. Concurrence has already been received from the British and Japanese Governments.
