To Stevens. My January 10, 6 p.m.64 Wang Nai-pin has refused to take office as president [director general] of the Chinese Eastern [Page 889] Railway. Because of fear that the power of the Technical Board will be broadened no other Chinese of the old school is willing to accept the position, so Dr. C. C. Wang has been appointed as acting head of the railway.
