37. Department’s telegram no. 7, January 19, 4 p.m. I conferred immediately with my British colleague. At that time he had not received his instructions. Later we conferred several times. The instructions he received described in general terms the plan suggested by the Department and did not express approval. The Minister was asked to give his views on it. He replied to his Government that he favored merely changing the existing arrangement by giving the Technical Board somewhat greater powers.
