991. Briand deeply regrets cannot speak more definitely today. He has been trying all morning to telephone Minister of Marine but cannot make each other understand owing to bad condition of wires. Upon reflection he considers little lost through this circumstance. Having assumed personal responsibility regarding capital ships, he would hardly dare make further concessions without consultation with Cabinet. Privately he frankly tells me he wishes to be assured support of President Millerand which, in large matters, he correctly added, I personally know to be essential. If he should go too far or make false step, he could not hold Parliament and would be obliged to resign.

He will see Millerand tonight and has called Cabinet meeting tomorrow morning. He will communicate with you confidentially immediately thereafter.

In all this I consider him wholly sincere.
