14. Your no. 6, January 5, 4 p.m. I am afraid that it might arouse the Japanese Government to protest further to the Chinese Government were the Department at this time to present a communication on the matter to the Japanese Chargé at Washington. Should conditions here take a bad turn making it necessary to present note to the Chinese Government I shall immediately notify the Department. In that case the Department can reconsider the matter.
A very optimistic view as to the chances of success with the new Cabinet is taken by Mr. Barnes Moss.
