The Minister in China (Schurman) to the Secretary of State

216. Department’s 114, May 8. Following is summary of oral communication which I received today from the Ministry of Communications.

There recently called at the Ministry of Communications a representative of British, French, and Japanese wireless interests. He stated that these interests would soon present to the Chinese Government an agreement which they had reached on wireless policy in China. The Ministry received the impression that this policy was at variance with that of the Washington Conference. The Federal Telegraph contract continues to be decried by these wireless interests who declare that it can not be put into execution. Because of the long delay by the Federal Telegraph Company the Ministry of Communications is unable to disprove this. Is it not possible for the Federal Company to hasten? The Ministry is becoming anxious.
