The Department understands that the Federal Company is proceeding under its concession. The president of the Federal Company is en route from New York to San Francisco but will be communicated with as soon as possible. Meanwhile, you may if you so deem necessary intimate to Chinese Minister of Communications that any effort to discredit Federal should not be tolerated.
