My Dear Mr. Secretary: Regarding the proposal that Rogers11 should join with the British, French and Japanese experts on electrical communications: In conferring informally and quite outside of the Conference—
- 1.
- With a view to bringing about an understanding between the private interests now holding monopolies or preferential privileges in China to the end that friction may be prevented and the monopolies or preferential privileges be so far as possible abrogated through friendly agreement; and
- 2.
- With a view to recommending proposals for the improvement of Trans-Pacific communication services, particularly with reference to press messages—
With the understanding that any recommendations are to be reported to the foreign offices concerned and not to this Conference, [Page 839] I think such a conference is very desirable and Mr. Rogers may well take part in it.
