The Chinese Minister ( Sze ) to the Secretary of State

My Dear Mr. Secretary: The Conference on the Limitation of Armament at its Fourth Plenary Session on December 10, 1921, adopted a resolution establishing a commission to inquire into the present practice of extraterritorial jurisdiction in China and into the laws and the judicial system and the methods of judicial administration of China, which commission is to be constituted within three months after the adjournment of the Conference.93

In order to cooperate in and expedite the work of this commission it is the purpose of my Government to have translations made of all the codes of Chinese law and procedure and to get together various statistical information regarding Chinese judicial administration for the use of the commission. But this preparatory work is of such a technical character that it cannot be completed within a few months.

I am instructed, therefore, by my Government to inquire whether it is agreeable to the American Government to have the meeting of the commission postponed so that it will not begin its work until the fall of 1923.

I shall be greatly obliged if you will be so kind as to favor me with an expression of your views in this regard.
