The Department authorizes you to accept the Japanese suggestion, assuming it to imply that goods shall be entitled to entry at the old tariff rates if actually shipped for China by December 1st (as indicated in your telegram 403, October 2, 4 p.m.), or within two weeks after public notice of assent or acquiescence by all the nations which have participated in the recent tariff revision.
